Default Does the bumper have to come off?

Just scored some new headlights as one of mine is sort of discoloured a bit, I want to replace the whole bracket, as this one has got the bracket and 2 lights and Ill take out my braket with my 1 crappy one and try to sell it. Does the front bumper have to come off to take the light bracket out? (left hand side).
