So I've started trouble shooting, all brake bulbs are blown (though the running light part of the globes are fine). The fuse is fine, the pedal switch seems to be opperating properly.
I tested voltage with 1 globe out, and then all globes out. There's only 0.002v getting to the plug (same as when the pedal is not pressed) and there seems to be ~1.18Ωk resistance. Does that mean there's a short? I don't want to put in new globes just to have them blow, and advice would help.

I fiddled with a bunch of stuff, and I now get over 14v to the plugs, so tomorrow I'll get new globes, and just hope that they don't blow

What all that means is that there is a short in the wiring somewhere and you've moved it when wiggling the wires. You need to actually find the short before it causes further issues.
