Drive belt tensioner

I suspect my drive belt tensioner is stuffed.(06 Focus)

I put my torque wrench on the lowest setting(13nm) and was able to loosen the belt and the torque wrench did not click.

I would of thought the belt needs more tension then that.

Any thoughts.
