I recall some treaty signed in the late 60's to that effect, I would say accelerated by the US and/or Russia making sure the other didn't claim the moon as their soil during their space race.

If you work out a way to mine the moon, what you bring back is all yours, though.

Doubt anything on a SaturnV/Apollo configuration was made in China 44 years ago when the Americans sent (and returned) men to the moon.

I'm impressed with the Chinese political will to explore space .. Im not impressed with their "tech". They've had access to decades of other countries work ...
