DJR - THAT is a new development; nanny state on the march.
The answer is of course that mobile phone use, incoming and outgoing (voice), with Bluetooth MUST be permitted. A 2yo can be far more distracting. GovCo can go to hell on this, we'd have a situation where you can copy CD's in a Commodore, but not receive phone calls.
