That is a graduated licensing scheme. Nothing dodgy there.
I got my P's at 16 1/2. MR at 17 1/2. HC at 20 and i have to wait until April to get my MC now because i lost my license for running a red light last year. I obtained quite a broad range of experiences in the past several years.
