write the moron a letter requesting his insurance details . with any luck you'll send a reply abusing you and saying he isn't insured that should satisfy the insurance company . if this doesn't work take it to the insurance ombudsman and play up the " risk to personal safety " they and force the insurance company to pay up

i told insurance company everything (abotu the threaenting and getting booked), they still said to me I need to get a signature off him (proving that he was at fault and he had no insurance at that time),
And I don't think he's going to sign it (cause he will be up for big bucks)..

best thing I can do is demand $400 cash (fix it myself) if he doesn't want to do that I"ll have to take him to court, or ADR..

Go see a local Solicitor , most of them do 10 minutes for $10.00 and then he should write a letter of demand either to the loser or the insurance...
