Default Why does my avatar look crap?

As the subject says I added an avatar do my profile and it looks grainy and crap. What am I doing wrong? I used the same photo in a post and it looks fine but when resized to 100x100 it looks bad.

Any ideas?

When you change a picture size the quality and the resolution can be affected.
What program are you using to resize that pic?

Just Microsoft Photo Editor, that's all I've got on my work computer, unless you can use Adope to edit it.
