Default Coolant System to be kept under lock ans key

Got this post from Gates the other day.

Does the motor vehicle industry want to stop vehicle owners from using Coolant in their cars and can only be accessed by a mechanic.

WTF.

Over time, coolant in the cooling system can break down resulting in the need to service the system. The protectants in many of today’s coolants become depleted and weak leading to corrosion, rust and scale. This can occur for a number of reasons such as mixing coolants, so should you keep the cooling system locked down from owners that may do something to cause this?
