Default Mysterious cameras in Ulladulla

Hi,

I was driving through Ulladulla on the NSW south coast the other day and noticed at the majority of intersections there were black, vandal proof looking boxes chained to the poles of street signs. A cord ran out of each of these boxes up a pole attached to the street sign and had a small camera mounted on top of the pole. The camera was generally pointed fairly steeply down. Cameras were pretty small, about the size of a fat texta. The angle of them looked like they were looking into cars through the front windscreen.

Each intersection had 4 or more of these set up.

Anyone know what they are for? My guess is they can detect mobile phone use but I'm not sure.

I shoulda got a pic but didn't think to at the time.
