Default Road User Charges as soon as 2020?

following article shows that Victoria closely followed by NSW are looking to introduce a 4c per kilometre Road User charge which will initially be focusing on electric vehicles but will flow down in time to all road users due to falling tax income.

How do we think this will play out? log book system perhaps or annual check of sorts on a vehicles speedo before it will be re-registered?
