Any 2015 plate will come at a premium while there are still older plates on the lots.
I've got to wonder why they sent it straight back without at least offering you a negotiation. Sounds weird to me as there is a cost to them and the other dealer to ship the vehicle.
Wonder if it wasn't damaged in transit and the 200k thing is just the easiest way to explain it to you.
As far as the cooling off period goes, I would be surprised if it can explore when you haven't got the goods in front of you.
But to confirm where you stand maybe a call to consumer affairs in your state can clarify.
