Literally means that all LTD/Landau's must have the vinyl roof fitted. That is, you could not have it as a delete option.
And yes, the quality of the tags from the factory is somewhat poor. I remember mine had a crappy piece of wire tired to a very thin piece of metal (I would not even call it sheetmetal) and it was hand scribed into the soft metal. Not what you would think to be long lasting but surprisingly, after 30+ years, it still was.
