Yes there is, the fact people don't even realize it's a rule in Victoria backs up my point

Haven't heard of it being enforced though, what's 'abnormally slow'? Id consider 20+ under the limit on a freeway as 'abnormally slow'given 3 over the limit is enough to get you a speeding fine in VIC.
