It can be done. For a while I drove a Fiat Punto 1.25 diesel. Got low 3's per 100 on the freeway and it wasn't anything special, just a run of the mill car with a small diesel engine that would be 15 years old now.

I wish Photobucket still worked - I have a picture where the 'low fuel' warning light came on and the DTE was still 265ish km!

Before that the only sub 3L /100 car was the VW Lupo - but that was a very small 3dr micro car that was around the 2000's. Now a mob in India that sells Suzuki's or something have developed a 800cc diesel that uses bugger all and surprise surprise they are all over the local news as the most fuel efficient car available.
