Anyone else picked up that the worlds biggest energy company, Saudi Aramco has signed an agreement with Chinese partners to build a state-of-the-art refining complex in the north-east region of the Asian nation. Incidently Saudi Aramco operates the largest refinery in Texas and also it is suspected effectively determines OPEC’s decisions.
