Morrison and Frydenberg have been jumping up and down the last couple of weeks about VIC numbers matching NSW and as such, VIC should open businesses, retail, etc just like NSW has. I have a feeling VIC has had more community transmission than NSW has, which is the key factor.
What I can tell you is this:

All of Victoria's 95 'known source' new cases in the last 14 days have been community transmission and while there are some unknown, there are none listed as returning travellers.

Conversely, NSW has 65 returned traveller cases from the 103 recorded in the last fortnight.
