As an example, my brother in law is an upholsterer. There is no requirement for him to close his premises. But that doesn't mean it's ok for someone to just wander down there and visit because they feel like they might want to get their couch recovered.
To facilitate this sort of business, he needs to adapt and provide a means for his customers to access his business without leaving their house and being fined for unnecessary travel.
The former does not predicate the latter.

I understand that, but this guy isn’t wandering just for a look, he has an intention to purchase the vehicle, all going well upon viewing. That’s the only way 95% of people will buy a car, so if the dealership is allowed to operate it’s sales room, logically it’s legal to go there.
