The bodykit was only fitted to Australian vehicles, it was fitted upon arrival into the country here as far as I'm aware. Was optional on Zetecs (3 door or 4 door versions of the kit are slightly different) and standard on ST170.
It is no longer sold through Ford Dealers as they did a clean-out about a year or two ago and offered them off cheap. There's a few floating around here I believe, otherwise you're at the mercy of Ebay. It's the most tasteful kit I've ever seen and complements the car perfectly, but alas you may be a little too late!!
Funnily enough my Zetec is almost at Euro ST170 spec, with grille, rims, indicators all off and ST170 and no bodykit
Amlohac has a painted 5 door kit available that you may be able to arrange and sand back to repaint if you have a 5-door.
